Restrict who you can @ mention and visible admins on the task allocation list

It would be helpful if we could restrict the list of who can be seen as an @mentions as we currently have around 50 people who come up when trying to @mention anyone. This has caused some confusion and information has been allocated to the wrong person and then missed as a result.
