Enable BACS file generation for historic periods without the need to roll back

Issue

Currently, if the BACS file is not generated for any reason (such as not being on the reports pack when the payroll was run), the only way to generate it is to roll back and reprocess the period.

Solution

Allow admins to generate a BACS file for historic pay periods without needing to roll back. This should be actioned from the History tab of the payroll company.

Benefits

• Reduced admin time in rolling back.

• Simplified way to create a BACS file if not originally generated.

• Reduced risk that something will be changed by mistake in the reprocessing of the period post-roll back.

Considerations

• Any BACS file generated this way should be clearly highlighted in the UI with a datetime stamp and which user generated the file, for auditing purposes.

• The function should not be available if the BACS file was generated successfully in the historic period.
