Allow employees' to be a part of more than one AE pension scheme

We have a client who operates both NHS and NEST pension and some employees' choose to be part of both. On IRIS we used to be able to operate this, but Paycircle does not support it.
This means the NHS pension is listed as NON-AE, which means it isn't using the NHS pension bandings correctly - causing us major issues.
