Net Deduction (Units) element

We would like a pay component setup as a Net Deduction to be entered with rates and units. Currently only a Net Deduction value element exists, which we can use with the manually calculated total, but rates and units to be inlcuded in an import would be good.

Example, a client uses Private Mileage deductions at various rates.
