Allow Salary to be processed when paying Shared Parental Leave

When processing Shared Parental Leave (ShPP), salary cannot be paid at the same time because ShPP is applied as a pay element rather than through a schedule. As a result, we must manually add a separate salary pay component for any employee receiving ShPP.

We should have the option to override this limitation and include salary for the relevant period without using a pay component for this.
