Make HMRC Submission ID's more unique when we are setting up a new client and ticking 'I don’t have an existing HMRC Submission ID'

We've had an issue where Paycircle generated 1 as a new HMRC submission ID, but HMRC then posted figures to an employee who left the company 5 years ago just because he had HMRC submission ID 1. If they were more unique, i.e. using the first few letters of the company name at the beginning of the number, this may reduce the risk of this happening agin.
