Having to use groups for this causes additional groups and clutters the organisation. think there should be better solutions where an admin is an admin for multiple paye schemes.

As a bureau with multiple sites, the ability to categorise clients within the site group would be more useful than having multiple groups of all kinds on the main group menu.
