I would like to be able to import against any pay element that has been created. When i go to do a recurring import against my own pay element, the pay element does not appear in the list and therefore i have to manually add everything every month and as i am not a bureau i am unable to use the table option to add details

I believe that there is a setting you need to choose in the background of the pay element to make it visible so that it appears in the list for importing
We had the same issue
