Improve App Levy settings in the user interface

Issue

The App Levy text currently caters for employers who will meet the necessary pay bill to pay towards the app levy. For payroll companies where the pay bill will not reach the required amount, the UI text is not clear that App Levy will still be calculated regardless of which allowance is selected.

The often leads to payroll companies setting the App Levy allowance to £0 in error (thinking £0 = "we do not pay app levy") which leads to erroneously paying an App Levy bill that isn't actually due (the calculation is correct but the setting is not correct).

Solution

Improve the App Levy setting text to clearly highlight that the calculation will always be applied regardless of which option is selected, and that £0 means they will get no allowance and will pay app levy.
