Create a schedule for a bespoke leave type

We allow sabbatical leave and pay this at 50% of pay. I'd like to be able to add this type of leave (and any other) to the schedule by creating a rule. The leave type should offset basic pay and be payable at whatever rule set we determine (in this case 50% of basic pay)
