import additional rate names on employee records

It's good that we can import additional overtime rates per employee, but why can't we add a name for each rate on the import? You can only amend the name of the additional rate once it has been imported. For example we have a tiered overtime rate policy with certain hours at one rate and others at a higher rate. I can import the two rates per employee but then have to go into each record individually to change the name of the rate.
