Apportioning tax across pay periods for late starters

When there is a late starter, you allow the user to select to split the payments for national insurance/student loan across the tax periods. But you don't do that for tax where employees are on a month/week 1 basis. As NI is based on the period paid, but you split the periods, you should do this for tax as well when on a week1 basis.
