Can a random number generator/something similar, be used when creating the RTI ID's for new starters. We have recently encountered an issue taking over a payroll, where a couple years ago they had a couple 100 employees who have since left. We were not made aware of this and new employees on Paycircle have now had an RTI ID generated that already existed for that payroll, albeit on a different employee a couple years ago who has now left. The employee who left is now unable to claim their Universal Credit as HMRC have captured an RTI submission in their name, despite them leaving the payroll.
It is already hard enough to get the correct information when handing over payrolls, let alone expecting previous agents to provide us with historic RTI IDs from previous tax years in the event that it might be relevant.

We get this a lot with domestic employers who close a PAYE scheme and then reopen a year later. As have to remove the PAYE references from the archived payroll with the closed scheme to be able to reuse them, set up a new employer payroll and a new employee. However, despite using a unique Payroll ID, Paycircle for the RTI ID on the first new employee will still assign "1" which was used before for someone else and there is no way of editing the RTI ID before the first submission. It is a BIG problem, but one Paycircle is unlikely to sit up and listen as there isn't the quantity of votes and they don't have to unravel the messes they are creating with HMRC - we do!

Did you manage to resolve this issue for the employees who had left? If so, how was it resolved for them?

This is still happening in January 2026. Can this be prioritised as it is causing serious issues for individuals.
