Move employees between payrolls more than once

For the Newsworthy PAYE there is a monthly payroll and a fortnightly payroll with current functionality to move employees from one to the other only once. This needs to be developed so that employees can move more than once. The workaround currently wastes time and effort and devalues the data management on client-side.
