Allow bureau admins to manage logo customisation

Logo customisation is available across multiple areas of Paycircle, but is only possible to change on payslips for non-super user administrators.

It should be possible for bureau administrators to replace the Paycircle logo with their own custom logo where supported, without the need to request this be actioned via support.
