Make all BIK elements have option to turn on as payrolled benefit

All BIK should be able to have the option of payrolled benefits on, in order to accurate record amounts to HMRC correctly

We cannot access Paycircle and its has something to do with applying MFA as a security policy. We need some help from Access's side to get matters resolved by without access to Paycircle we are struggling to know how to escalate matters.
